For non-emergencies, www.essex.police.uk or Call 101:
Essex police encourages people to go online to make non-emergency reports, instead of calling 101, so that they can focus efforts on 999 calls and continue to respond to those immediately at risk.

By going online, you will be able to report anti-social behaviour, request information about yourself or others, advise about something you have seen or heard, or ask to talk to someone about an existing case you are involved in or report you have made.

Anti-Social Behaviour
If you witness anti-social behaviour, please report it to the police in the first instance as above. We would encourage anyone affected by anti-social behaviour to report the incident themselves. It is important that all affected individuals/households register their views and people do not assume that as long as someone has informed the Police, that is sufficient, as in most cases it will not be.

The ASB reporting service is built around a set of 5 core forms:

Report the behaviour of someone
Report a problem with your neighbour
Report a problem with an animal
Report a vehicle causing an obstruction
Report an abandoned vehicle

The system will triage reports, providing advice to members of the public at each step. It looks for opportunities at each stage of the reporting process to signpost to other agencies where appropriate and where necessary will guide the reporting person to the online reporting tool that will enable them to report the matter online.

The police are more likely to be able to take action if information is received from multiple sources and can be corroborated. It can take time to build a picture regarding anti-social behaviour and sometimes other agencies may need to be involved.

You can also report anti-social behaviour via the Chelmsford City Council website.

It is important that when reporting suspected crime you provide as much information as possible. Wherever able, please confirm who was involved (providing a description if you do not know their identity), exactly what you witnessed, where the incident occurred and when it happened. The more detail you can provide, the more chance the police have in being able to take action as a result.
